EAC conformity — machinery and equipment safety
Most industrial machinery falls under the EAEU technical regulation on the safety of machinery and equipment and requires conformity assessment with EAC marking before it can be lawfully commissioned. European CE marking does not substitute for this, though the underlying test evidence often supports the EAEU assessment. Start the process at order stage — the lead time regularly exceeds manufacturing plus shipping.
Overlapping technical regulations
Machines incorporating pressure equipment, or intended for potentially explosive atmospheres, fall under additional EAEU technical regulations. A single processing line can be within the scope of several at once, which is a routine surprise at commissioning for buyers who assumed one certificate covered everything.
Technical documentation in Russian
Operating manuals, safety instructions and technical passports are required in Russian both for conformity assessment and for lawful operation. European manufacturers are generally willing to provide this but will charge for it, so it belongs in the purchase contract rather than in a later negotiation.
EU export controls
Some machine tools, measurement equipment and process technology carry EU dual-use export-control classifications, and shipments to Central Asia are screened accordingly. We establish the classification with the manufacturer before booking. This is also where our end-user diligence applies: Kazakhstan is a legitimate market, and it sits on routes that have been used to move controlled goods onward, so we ask the questions rather than assume.
Pharmaceutical and medical device registration
Medical devices and pharmaceutical equipment face a separate Kazakh registration regime that is slow and document-heavy. It should be started far in advance of shipping — treating it as a customs formality is the mistake that strands this equipment at the border.
EAEU customs and investment relief
The common external tariff applies plus 12% Kazakh import VAT. Equipment imported under qualifying investment projects may be eligible for relief under Kazakh investment legislation, which can be material on a large package and is hard to claim retrospectively.
