AGF Appoints an Authorized Representative in Kazakhstan — American Global Freights

American Global Freights is now represented in Kazakhstan by Direct Delivery & Cargo (DDC), based in Almaty. Alongside it we have published five new trade lanes, twelve commodity guides, a new service line, and a Kazakh-language site.

A word on what that relationship is, because the distinction matters and plenty of forwarders blur it. DDC is not an AGF office or branch. It is an independent Kazakh company acting as our authorized representative in country. AGF remains your contracting party as an FMC-licensed NVOCC; DDC handles the destination end on our behalf. We say this plainly because knowing who you are dealing with, and in what capacity, is the sort of thing that only ever matters at the exact moment it matters a great deal.

Why Kazakhstan, and why now

Kazakhstan is not a small market that happens to be nearby. It is the largest economy in Central Asia, the country through which almost all China–Europe overland freight passes, and a member of the Eurasian Economic Union — which makes it the customs gateway to Kyrgyzstan and, in practice, the staging point for Uzbekistan and the rest of the region.

For years we have been asked to quote Central Asia. Kazakh importers buying in Guangdong. Kazakh buyers at American car auctions. US operators moving equipment to the Caspian fields. We could always do the job, but the destination end ran through whoever happened to be available. Now it runs through a named partner with a standing relationship.

Three things made this the right moment:

  • China is close to a third of everything Kazakhstan imports. That is the single biggest freight flow in the country, and it starts in exactly the province where we have our own people. Our Foshan office has been consolidating multi-supplier containers for years; pointing that capability at Almaty rather than only at Los Angeles was a smaller step than it sounds.
  • The US–Kazakhstan vehicle trade is real and growing. We already run auction cars from Copart, IAAI and Manheim to Armenia, Georgia and the UAE every week. Kazakhstan is the same playbook with a different destination leg — and a very different set of arrival costs, which we will come back to.
  • Kazakhstan is landlocked, and that is a specialist problem. Nothing arrives by sea. Every shipment is a multi-leg routing across a break of gauge, a land border, or the Caspian. That is precisely the kind of corridor where experience is worth more than a rate sheet.

What the Almaty representative handles

DDC covers the destination end of every lane into the region: EAEU customs clearance, EAC conformity certification, the border crossings at Khorgos/Altynkol and Dostyk, and final delivery to Almaty, Astana, Shymkent and onward into Central Asia. It works in Kazakh and Russian, and is reachable by phone and on WhatsApp.

The people you will be dealing with

Rustam Dairov, Development Director at DDC, standing at the reception desk of the DDC office in Almaty — Direct Delivery & Cargo

Rustam Dairov is DDC’s Development Director — the contact for new corridors, routing questions, and anything that needs a decision in Almaty rather than in Glendale.

Oksana Kelbass, Financial Director at DDC, in the DDC office in Almaty — Direct Delivery & Cargo

Oksana Kelbass is DDC’s Financial Director — the contact for the financial side of the Kazakh leg: duty and VAT, the recycling fee on vehicles, and invoicing. That is the half of a Kazakhstan quote most forwarders leave vague, so it helps to have a named person for it.

Both are also on our about page, alongside the AGF team.

What that gives a client is one accountable chain rather than a handoff at the border and a hope — AGF on the American and Chinese ends, a named representative on the Kazakh end, and a single booking across all of it.

Five new trade lanes

  • China to Kazakhstan — container block trains and road via Khorgos and Dostyk, with multi-supplier consolidation out of our own Foshan office. The flagship.
  • USA to Kazakhstan — vehicles from US auctions, oilfield equipment for the Caspian fields, agricultural machinery, routed via Georgia or the Baltic.
  • Kazakhstan to USA — ferroalloys, silicon and metals plus agricultural products, with US entry and AD/CVD scope review handled by our own brokers.
  • UAE to Kazakhstan — Jebel Ali and JAFZA re-export into Central Asia.
  • Europe to Kazakhstan — machinery and food by rail via the Baltic, or Middle Corridor multimodal.

Each comes with commodity guides covering the parts that actually decide whether a shipment works: container planning, HS classification, EAC certification, and the compliance detail most quotes leave out.

A new service line: rail freight and multimodal

Our services were built around ocean freight, because that is what a California NVOCC does. Kazakhstan does not have a coastline, and pretending a block train is a kind of ocean freight would have been silly. So we have added rail freight and multimodal as a service in its own right: container block trains from China into Central Asia, break-of-gauge handling where 1435 mm Chinese track meets 1520 mm Kazakh track, Trans-Caspian Middle Corridor routings via Aktau and Kuryk, and road linehaul across the region.

It is useful well beyond Kazakhstan — it also describes what we already do on the China–Armenia corridor and on China–Europe traffic.

The thing we most want Kazakh car buyers to know

If you take one practical thing from this announcement, take this: on a car imported from the United States, the freight is usually the smaller half of the cost.

EAEU import duty, Kazakh VAT at 12%, the recycling fee (утилизационный сбор), and SBKTS safety certification with an electronic vehicle passport together frequently exceed the entire shipping bill. The recycling fee in particular scales steeply with a vehicle’s age and engine capacity — which is exactly what makes an older, larger-engined auction car look attractive and then turn out not to be.

We price both halves before you bid, because a freight-only quote is not a number anyone can make a purchase decision on. The full breakdown is in our guide to shipping vehicles from the USA to Kazakhstan.

Also worth saying plainly: how we handle compliance

Kazakhstan is a legitimate market with real end users, and it also sits on routes that have been used to move controlled goods onward to restricted destinations. We are a US company with an FMC licence, so we screen every shipment against denied-party lists and run end-use and end-user checks, particularly on machinery, electronics and energy equipment.

For ordinary commercial traffic this is invisible — a few minutes of paperwork at booking. We are stating it openly because clients doing legitimate business deserve to know their forwarder is not going to create a problem for them downstream, and because the shipments that cannot answer those questions are better declined at booking than explained a year later.
