Kazakhstan has spent a decade building livestock exports, and China is the market it built them for. Frozen and chilled beef and mutton move under bilateral veterinary protocols from approved Kazakh plants; honey travels from registered packers; wool, hides and skins go to Chinese processors as raw material. It is a smaller trade than grain or metals by tonnage, and by far the most demanding one, because every consignment depends on a chain of approvals that starts at a specific slaughterhouse and ends at a specific Chinese port.

The physical routing is short: reefer trucks from Almaty through Khorgos to Xinjiang in a few days, or reefer containers by rail through Altynkol for the interior. The compliance routing is long. The plant must be on GACC's list of approved establishments for that product; the Chinese buyer must hold a quarantine permit; each consignment needs a veterinary certificate that matches the protocol clause by clause and a Chinese-language label on every carton; and market access itself can be suspended for a region after an animal-disease outbreak, which has happened to Kazakhstan more than once.

How Meat & Livestock Products Ships from Kazakhstan to China

Meat moves in reefer containers or reefer trucks at -18 °C frozen or 0 to 2 °C chilled. For Xinjiang, trucks through Nur Zholy at Khorgos are typically 3-5 days door to door; for the interior, 40ft reefer containers go by rail through Altynkol and are craned across the gauge break with the plug maintained through a generator set, then continue on Chinese rail to Chengdu, Chongqing or the coast in 12-18 days. Chilled beef, with its shelf life, goes by truck or by air; frozen product takes the train.

Honey, wool and hides are ordinary dry cargo in 20ft and 40ft boxes — drums or IBCs for honey, pressed bales for wool, salted or dried hides on pallets — but they carry their own quarantine permits and inspection regimes. Wool and hides are inspected for animal-disease risk and pests, and hides must be treated to the standard the permit specifies.

Regulations and Compliance

Bilateral veterinary protocols and market access

Kazakh meat enters China only for the products, and from the regions, covered by the protocols China and Kazakhstan have signed, and access is granted product by product rather than to the country as a whole. Outbreaks of foot-and-mouth disease or other listed diseases have led China to suspend access for affected Kazakh regions before, and the suspension applies whatever the contract says. We check the current access position for the product and the region of origin before booking, not the position when the sale was made.

GACC establishment registration

Slaughterhouses, cold stores, dairy and honey establishments must be registered with GACC under Decree 248, on the recommendation of Kazakhstan's veterinary authority, and appear on GACC's published list for that product. The establishment number is printed on every carton and checked against the list at the port. A consignment from a plant that is not approved for that product form is refused entry — one of the few outcomes on this lane that no amount of freight work can repair.

Import quarantine permit

The Chinese importer applies for an import animal and plant quarantine permit before shipment, specifying product, establishment, quantity and entry port. Meat consignments are also expected at a port equipped for cold-chain inspection; on this corridor that means Khorgos and Alashankou for the land route, or a designated meat port on the coast if the routing goes via sea.

Veterinary certificate and labelling

Each consignment travels with a veterinary certificate issued by the Kazakh Committee for Veterinary Control and Supervision in the format the protocol prescribes, and every carton carries a Chinese-language label with the product name, establishment number, origin, production date and storage conditions. Certificate and label are checked against each other and against the wagon list; a mismatch is a hold, and a hold on a reefer is expensive.

Cold-chain integrity

Chinese inspectors read the temperature log. A break in the chain — a reefer unplugged too long at the border transfer, a truck that ran warm — is grounds for rejection even when the product is sound. We manage the plug across the gauge break with a genset and keep the log continuous from plant to port because the log, not the thermometer at arrival, is what is inspected.

A rejected reefer of meat is the most expensive failure on this lane, and it is preventable.
