Italy makes some of the world's most admired furniture, and it also buys a great deal from China: upholstered sofas and contract seating for hotels and restaurants, dining and office furniture, outdoor sets, and the LED luminaires and decorative lighting that go with them. Retailers, contract furnishers and hospitality groups source from Guangdong because the Foshan–Shunde cluster builds to specification at volumes and prices that complement Italian production rather than replace it.
AGF's own office in Foshan sits inside that cluster. Our team checks samples, follows production, supervises loading and photographs every container. In Italy we work through WCA partner agents and licensed customs representatives — AGF has no office there — so you get origin control from our own staff and clearance from people who file Italian import declarations every day.

Shipping Furniture & Lighting from China to Italy
Furniture is volume cargo, and a 40ft High Cube is the standard box. As a planning guide it holds roughly 250–300 stacking chairs, and far fewer once sofas, assembled armchairs and cabinets are mixed in; knock-down tables and nesting chairs raise the count. Lighting is light and fragile, so it usually travels consolidated with the same buyer's furniture rather than in a container of its own. We plan the load from the factory's packing list before booking.
Routing sets the calendar. Containers from South China discharge at Genoa, La Spezia or Livorno on the Tyrrhenian side, or at Trieste or Venice for the north-east, and the transit depends on whether the service goes through Suez or around the Cape of Good Hope. We quote the current routing and transit with each booking, and plan around the two shutdowns that matter: Chinese New Year at origin and the August Ferragosto slowdown at the Italian end.
- 40ft High Cube for full orders; LCL consolidation for trial and replacement orders
- Multi-factory consolidation in Foshan — furniture and lighting from several suppliers in one container
- Loading supervised and photographed by our Foshan team
- Discharge at Genoa, La Spezia, Livorno, Trieste or Venice, chosen by the delivery address
What Drives the Cost
- Cubic volume — knock-down and nesting design matter more than weight
- Routing via Suez or the Cape of Good Hope, and the carrier surcharges that come with it
- 22% Italian import IVA on the landed value — recoverable for VAT-registered businesses, but a cash-flow cost at clearance
- The EU duty on each TARIC line, confirmed at quoting
- Compliance work before shipping: GPSR labels, CE files for lighting, fire classification for contract seating
- Delivery in Italian cities — restricted-traffic zones, smaller vehicles and upper-floor deliveries
HS Codes and Duty Notes
Classification guidance only — duty rates change and depend on your exact product. Codes are confirmed with the licensed customs representative at destination before you ship.
| HS Code | Products | Notes |
|---|---|---|
| 9401.61 / 9401.71 | Upholstered seating — sofas, armchairs, dining and contract chairs with wooden or metal frames | Seats of wood are inside the EU Deforestation Regulation's product list; metal-framed seating is not. EU duty depends on the TARIC line — confirmed at quoting. |
| 9403.30–9403.60 | Wooden office, kitchen, bedroom, dining and living-room furniture | Core EUDR scope. Panel furniture is also caught by the REACH formaldehyde-emission limit that has applied since 6 August 2026. |
| 9403.20 / 9403.70 | Metal and plastic furniture — office systems, outdoor sets, café tables | Outside the EUDR. Finished metal furniture is not a CBAM good, even though steel and aluminium articles in chapters 73 and 76 are. |
| 9405 | Luminaires and lighting fittings — chandeliers, pendants, table and floor lamps, LED fixtures | CE under the low-voltage, EMC and RoHS rules. LED bulbs and tubes classify separately under 8539, and a lamp with a built-in rechargeable battery also falls under the Battery Regulation. |
Regulations and Compliance
GPSR — a responsible person in the EU
Since 13 December 2024 the General Product Safety Regulation has required an economic operator established in the EU for every consumer product placed on the EU market, furniture and lighting included. The product or its packaging must identify the manufacturer and that EU operator, with safety information and warnings in Italian. When an Italian company imports in its own name it is usually that operator; when a Chinese factory sells straight to Italian customers, someone in the EU must be named before the goods go on sale. Decide who it is before production, because the labels are printed at the factory.
22% import IVA and the customs representative
Import VAT (IVA) at Italy's standard 22% rate is charged at clearance on the customs value — goods plus freight and insurance to the EU — plus duty and onward transport costs to the destination in Italy. VAT-registered importers recover it through their VAT return; private buyers do not. The importer needs an EORI number, and the declaration is lodged with the Agenzia delle Dogane e dei Monopoli by a licensed customs representative acting for you.
EU Deforestation Regulation — check the date that applies to you
Wooden furniture and seats of wood are in the EUDR's scope. After two postponements it applies from 30 December 2026 for large and medium operators, with most micro and small operators following on 30 June 2027; the Commission has said there will be no further delay, and it consulted on a draft act adjusting the product scope in May 2026, so confirm the scope and your company's date when you order. The operator placing the goods on the market needs geolocation data for the plots where the timber was harvested and must file a due-diligence statement before release. That data has to come through your Chinese supplier's own supply chain, and it takes months, not weeks, to assemble.
REACH formaldehyde limit for furniture
Since 6 August 2026, REACH has capped formaldehyde emissions from furniture and wood-based articles placed on the EU market, measured in a test chamber under the EU method. It reaches every MDF, particleboard and plywood carcass, so ask the factory for chamber test reports against the EU method. A US CARB or TSCA label shows the board is low-emitting; it does not prove EU compliance.
CE, ecodesign and WEEE for lighting
Luminaires need CE marking under the Low Voltage, EMC and RoHS directives, with a declaration of conformity and a technical file the importer can produce on request. Light sources must meet the EU ecodesign rules for lighting, carry an energy label and be registered in the EU's EPREL database before they are placed on the market. Lighting is also electrical equipment under Italy's WEEE scheme, so the importer that first sells it in Italy registers as a producer and funds collection and recycling.
Fire classification for contract furniture, and packaging rules
Upholstered furniture for hotels, offices, theatres and other public venues falls under Italy's fire-prevention rules, which commonly require a reaction-to-fire class — class 1 IM for upholstered seating — backed by a homologation from the Ministry of the Interior. Home furniture sold at retail is not caught; contract orders usually are, so specify fabrics and foams to match. Separately, packaging placed on the Italian market must carry environmental labelling, and the importer of packed goods normally joins CONAI, the national packaging scheme.
Door-to-Door Shipping Service
We start from your specification and delivery date: quantities, finishes, fabric and foam requirements, and the labels the goods need for Italy — the GPSR operator details, Italian safety information and CE documentation for lighting. Our Foshan team checks pre-production samples, follows production across several factories if needed, consolidates the order and supervises loading, photographing every container.
We book ocean freight from Foshan via Nansha or Shenzhen to the Italian port closest to delivery. Our WCA partner agent in Italy coordinates discharge, and a licensed customs representative lodges the import declaration and pays the duty and 22% IVA on your behalf. Delivery follows to your warehouse, showroom or hotel site, with smaller vehicles and furniture lifts arranged where a historic centre requires them.
