Vietnam's garment and footwear factories import much of their fabric, yarn and trims — zippers, buttons, labels, elastic, interlinings — and a large share comes from China. Speed matters, because a factory waiting on fabric is a factory standing still. From Guangdong, a truck reaches the garment factories around Hanoi in 2–4 days; for factories in Ho Chi Minh City and Dong Nai, sea freight from Nansha or Shekou is normally the better route.
Our own Foshan office collects from fabric mills and trim suppliers across Guangdong and consolidates them into one truck or container, and in Vietnam we work through WCA partner agents, who clear customs and deliver to the factory; AGF has no office in Vietnam. Because the finished garments often go to the US, we also help with the part of this trade that matters most later: documenting where the cotton and yarn came from.

Shipping Fabrics, Yarn & Trims from China to Vietnam
Fabric ships in rolls and bales, yarn on cones in cartons, trims in cartons: light, bulky cargo that cubes out a truck or container long before its weight limit. Guangzhou's fabric markets, Foshan's knitting cluster and suppliers across Guangdong can be collected and consolidated in a few days, so a factory's mixed order arrives together. Rolls must be wrapped and kept dry — water damage to a fabric roll is a total loss.
Road from Foshan to Hanoi takes 2–4 days through the Youyiguan–Lang Son or Dongxing–Mong Cai crossing. Sea freight to Hai Phong, Cat Lai or Cai Mep suits larger and less urgent volumes, with transit confirmed per booking. Plan around Chinese New Year and Tết, which in 2027 fall on the same day, 6 February, and close factories on both sides of the border.
- Multi-supplier consolidation in Guangdong: one truck or container, one declaration
- Truck Foshan to Hanoi: 2–4 days; sea to Hai Phong or Ho Chi Minh City
- Rolls wrapped and kept dry; cartons marked to the factory's receiving system
- Mill and yarn documents collected at pickup for UFLPA tracing
What Drives the Cost
- Volume — fabric and trims cube out before weight
- Number of supplier pickups and the consolidation time
- Truck across the border versus sea freight
- Whether the import qualifies for Vietnam's export-production duty exemption
- The documentation your US buyer requires for UFLPA
- Urgency — part-truck express versus full loads
HS Codes and Duty Notes
Classification guidance only — duty rates change and depend on your exact product. Codes are confirmed with the licensed customs representative at destination before you ship.
| HS Code | Products | Notes |
|---|---|---|
| 5208–5212 / 5407–5408 | Woven cotton fabrics; woven synthetic filament fabrics | Cotton content is what triggers UFLPA questions for US-bound garments; keep the mill's fiber specification with the shipment. |
| 6001–6006 | Knitted fabrics | Common for activewear and T-shirt factories; blends affect classification in Vietnam and for the finished garment. |
| 5205–5207 / 5509–5511 | Cotton yarn; synthetic staple-fiber yarn | Yarn is where cotton tracing starts — the spinner's records are the key document. |
| 9606 / 9607 / 5807 / 5604 | Buttons, zippers, woven labels, elastic | Trims classify by material and function; a consolidated trim order may span many lines. |
Regulations and Compliance
UFLPA tracing for US-bound garments
If the finished garments are going to the US, the Uyghur Forced Labor Prevention Act reaches back to the cotton. CBP presumes goods with Xinjiang inputs are made with forced labor and detains them until the importer proves otherwise, and Vietnam is one of the origins with the most UFLPA detentions. The proof is built at this stage: the cotton's origin, the spinner, the fabric mill and the invoices that link them. Our Foshan office can request the mill and yarn documents at pickup, so they travel with the fabric rather than being reconstructed after a detention.
Form E and Vietnamese import duty
Chinese-origin fabric and trims with a Form E certificate can claim ASEAN–China preferential rates, and VAT applies on import. Inputs imported for export production can be exempt from import duty under Vietnam's export-processing and production-for-export regimes, with customs reporting on how the materials were used. The factory's customs agent confirms the regime and rates.
Origin of the finished garment
For US customs, a garment's origin is normally where it was wholly assembled, so clothing sewn in Vietnam from Chinese fabric is Vietnamese. Some flat goods, such as scarves and some home textiles, take the origin of the fabric instead, and cutting in China with sewing in Vietnam needs care. This is a legal test, and we do not describe Chinese fabric as a way to make goods "Vietnamese" for tariff purposes.
Accurate description and fiber content
Vietnamese customs checks fabric declarations — fiber content, weight and construction — against the goods. Keep the mill's specification sheet with each roll lot, and make sure the invoice, packing list and Form E all describe the fabric the same way.
Door-to-Door Shipping Service
We start with the factory's order and suppliers. Our Foshan office collects from each mill and trim supplier, checks quantities and packing, requests the fiber and yarn documents your US buyer needs, and handles Chinese export customs and Form E.
The consolidated load crosses by truck at Youyiguan or Dongxing, or sails to Hai Phong or Ho Chi Minh City. Our WCA partner agent in Vietnam files the import declaration under the factory's customs regime and delivers to the factory gate. Quotes are door to door, with exclusions listed up front.
